GENERAL
The Alabama Administrative Office of Courts (AOC) is currently accepting applications from qualified individuals to fill a vacancy in the class of PERSONNEL ASSISTANT III (04010) for AOC. Applications for this position will be accepted until Wednesday, April 28, 2021 at 5:00 PM.

WORK SETTING

        This is specialized administrative work in support of a large and complex personnel program or independently administering a small-to-moderate size personnel program of average scope and complexity.

        Employees in this class assist in the direction of a centralized personnel program considerable size, scope and complexity. Employees perform responsible paraprofessional personnel activities such as recruitment, selection and placement, classification and pay, certification and auditing, and orientation of the employees, invoicing, requiring close adherence to rules and regulations of the Personnel Board and to special federal and state laws and regulations. Incumbents in this class functions as a lead worker and have greater responsibility for assistance to managers and filling higher level or special positions, and frequently coordinate work with other sections/divisions.  Employees of large personnel programs work with relative independence in making decisions on routine matters, but problems involving more difficult work are researched and recommendations for actions are made to their immediate supervisor.  Work is evaluated through conferences and review of completed tasks.  Employees assigned to this classification are expected to exercise considerable independent judgment. 

TYPICAL DUTIES
        Confers with Human Resources Director in the development of personnel policies; researches, reviews, and recommends revision/creation of forms and procedures.
        
Assists with interviewing applicants for employment and assists departmental officials in locating suitable candidates for vacancies in professional and office work positions. 
        
Provides advice and interpretations of State Personnel Board and departmental rules and regulations; initiates correspondence to applicants, employees, and/or personnel representatives regarding the Merit System or departmental procedural questions or problems.
        Assists in preparing examinations for professional and administrative classes.
        Completes non-routine examination assignments with relative independence. 

        Confers with supervisors, local office representatives, managers, and other professional people in developing policies, programs, plans, and procedures for the effective coordination of personnel services. 

        Plans, schedules, and secures participants and makes other arrangements for meetings, tests, interviews, and for other personnel activities or assists in such activities.
        
Invoices officials and administrators as it relates to salary adjustments for employees.
        
Performs other related duties as assigned.
        Ability to travel.
REQUIRED KNOWLEDGE AND/OR SKILLS
        Considerable knowledge of applicable State Personnel rules, policies, and procedures; and of related federal rules and regulations.
        Knowledge of business and professional writing and of written English language to include spelling, grammar, punctuation, and composition.
        Knowledgeable of basic general accounting principles.
        Knowledge of the principles and practices of public personnel administration.
        Knowledge of mathematics to include addition, subtraction, multiplication, division, percentages, and business statistics.
        Ability to develop and train personnel according to UJS policies and procedures.
        Ability to interview and counsel personnel.
        Ability to interpret, apply, and communicate a variety of policies, procedures, and regulations.
        Ability to meet and work effectively with supervisors, associates, department employees, job applicants, administrative officials, and the general public.
        Ability to exercise good judgment in evaluating situations, making and defending procedural decisions, and solving problems.
        Ability to present comments, opinions, and program interpretations clearly and concisely, both orally and in writing.
        Ability to operate a variety of office equipment such as typewriter, CRT terminals, calculators, adding machines, microfiche readers, etc. 
MINIMUM QUALIFICATIONS

        Any combination of training and experience equivalent to:  Graduation from a standard senior high school supplemented by college-level courses in personnel, public or business administration, or related area.

        Clerical experience which includes paraprofessional personnel work in a State agency OR equivalent professional personnel management experience.

        Must possess and maintain a valid Alabama driver’s license.
